The National University of Science & Technology intends to outsource the construction and management of the student accommodation facilities for 150 medical students of the 6th year at its Rustaq campus as a BOT (Build, Operate & Transfer) model, and desirous of inviting ‘Expression of Interest’ from potential investors for the same.
Location: The hostel will be located inside the University campus on the Bathina Expressway, on land measuring 100,000 square meters, at Al Hazm, Rustaq. The campus will evolve as a nucleus of the clinical training and its administration eventually.
Scope: It is a unique opportunity for potential business investors as there is a rising demand for modern accommodation from the medical students at the Rustaq Center of the College of Medicine and Health Sciences. It aims to construct a student residence block to accommodate 150 students, in single and triple accommodation. The scope of the work implies that the investor finances, constructs, maintains and operates as per the features shown below.
Features to be ensured:
- National University will provide the Hostel Design to the investor, similar to the Girl’s Dormitory constructed at the Sohar Campus.
- Secured Access Control must be in place.
- High quality environment of interior and exterior is a mandatory requirement.
- Access to High-speed internet connectivity 24/7.
- Designated Study Areas equipped with power outlets and study carrels.
- Adequate Recreational Facilities, indoor and outdoor such as lounges, game rooms and badminton court.
- Fitness Centre with basic life style equipment.
- Round-the-clock Electricity, Running Water, Security and Surveillance.
- Common Kitchen with basic equipments and appliances, furnished Dining Rooms, and washing machines for each storey
- Prayer room and Visiting lounge
- Accessibility for Differently Abled Students
- Regular maintenance of the premises.
- 24/7 Supervisory staff like housemother as per the NU code of conduct.
Terms of the Contract:
- The investor shall be responsible for building, operating, and maintaining the hostel for a specified period from the date of signing the BOT agreement. The custody of building will be transferred to the National University on the expiry of the agreement.
- The investor in consultation with the National University shall arrive at the rate of rent of the rooms through consensus to be paid by the students to the investor for the period of their stay.
- The National University shall guarantee 90% occupancy for 10 months per year and any decrease in this regard will be compensated by the university at the rate of the approved rent to the investor.
- The period of the contract between the investor and the National University shall be decided mutually subsequent to the finalization of the tender document.
- The details of financial terms will be the addendum to the BOT agreement.
- The investor shall be responsible for the compliance with all relevant statutory prescriptions applicable to the execution of the contract in the Sultanate of Oman.
- The investor shall be responsible for all insurance requirements and risk management throughout the engagement from the date of the execution of agreement.
- The investor shall be required to provide a performance guarantee to ensure the timely completion of the project and the fulfillment of contractual obligations.
Jurisdiction: Resolution of disputes in this regard shall be governed by the laws of Sultanate of Oman.
